Independent Child Study Team Evaluation
An Independent Child Study Team Evaluation (CST) or IEE is offered at no cost to parents who disagree with the evaluation completed by the school district. The right for a parent to request an Independent CST Evaluation is protected by federal and state laws, according to IDEA, CFR (300.502) and NJ Administrative Code (NJAC 6A:14 Special Education).
Some of the reasons a parent requests an Independent CST Evaluation is due to a disagreement about the report, errors, lack of evidence, did not utilize or interpret appropriate tests, did not consider all information (teacher input, parent input, student input,) or conduct sufficient classroom observations, disagreement about the recommendations, etc. It can also be requested if the district refuses to evaluate the child, the district violates the parent's rights, or many other scenarios. While there can be many reasons to request an an Independent CST Evaluation, the parent is not required by law to provide an explanation; however, the school can still ask why; and it may be that the school is simply trying to help remediate the issue.
